It's not an official Fallout and Doctor Who crossover - that would be something.

Rather two former Doctor Who stars, Colin Baker (sixth) and Sylvester McCoy (seventh) have voiced a pair of scientists who converse during character creation in fan made Fallout: London mod for Bethesda's Fallout 4.

Would an official Fallout and Doctor Who crossover be possible?

Nothing is impossible but in the world of global entertainment megacorporations, Fallout is with Microsoft and Doctor Who with BBC / Sony so if anything we'd predict a Spider-Man crossover first.
